Why Government Hammers cost $700.00

We've probably all seen the reports about government overspending on things like $700.00 hammers, $200.00 toilet seats and the like.  I think I found part of the reason for this.  I work for a Government Contractor and today we had to move some computer equipment into a new server room they built.  Between runs from the storage location to the computer room, which is long and empty right now - my co-worker found a way to have a little fun.  This might explain why stuff costs a little more for the government than it does at home depot.  There is some "overhead" involved in the delivery
